Identità is the Maltese government agency in charge of identity management and migration processes, and its Passport Office is at the Onda Building on Aldo Moro Road in Marsa, just outside Valletta. It was established in 2013 and handles e-ID cards, e-Passports, visas, residence documents, civil status certificates and public registry searches. This page explains what it does for UK residents, visitors and property buyers in plain terms; it is not legal advice, and you should follow the agency's own instructions for any application.

On VisitMalta.co.uk it is listed in our directory of immigration consultants in Malta, although it is a public body and not a private consultancy.

What the agency handles

The work is split into units. One issues e-ID cards to Maltese citizens, and another issues e-Passports to Maltese citizens. A civil status unit records and issues birth, marriage and death certificates, and a public registry deals with enrolment of wills, hypothec and privilege notes and searches on individuals and firms in connection with transfers of immovable property. A visa unit issues visas in line with national policy and the Schengen rules, and another unit issues residence documents to EU nationals and residence permits to third-country nationals, while implementing migration policy.

For UK readers, the visa and residence units are the most relevant, along with the information for British nationals and the expatriates portal on the agency's website. Our guide to relocating to Malta from the UK covers the wider picture of a move, and about Malta gives background on the islands.

The Passport Office

The Passport Office at the Onda Building in Marsa issues Maltese passports. Adults must apply in person, while children under six do not need to attend. Passports can be collected after four working days, and an urgent service makes a passport ready in four working hours for an extra fee. Passport validity is ten years for those aged sixteen and over, five years for ages ten to fifteen and two years for children under ten. Maltese citizens living abroad apply through a Maltese embassy, high commission or consulate authorised to issue passports, and a Gozo office takes applications at 1st Floor, Fortunato Mizzi Street, Victoria, Gozo VCT 2571.

Visitors from the UK who lose a passport are covered by a separate arrangement: a one-way travel document is issued either by your own national authorities or, where needed, by the office. If you are on holiday and your passport is stolen, contact your embassy first, and see our flights to Malta guide when rebooking your return. A Maltese passport holder reporting a lost passport submits a police report, and an extra fee of €15 applies where a sworn declaration is needed.

Appointments and services

Appointments are made through an online booking system covering passports, public registry, single permits, e-ID cards, EU nationals, non-EU nationals and visas. Walk-ins are accepted, but waiting times can be longer without a booking, and the confirmation email must be shown on the day. A housebound service exists for e-ID cards when an applicant cannot attend because of illness or mobility problems.

Public registry searches and getting in touch

Public registry searches are popular with people buying property. A normal search checks whether an individual or company appears in contracts, mortgages or ground rent redemption notes, with a €15.85 deposit and €3.20 per note, and it takes up to ten working days. A priority search takes up to three working days, with a €31.70 deposit and €6.40 per note. A will search costs €13.85 for periods starting before 1972 and €10.00 for later periods. The agency's head office is on Triq il-Wied in Msida, and the Marsa office is a short drive from the capital described in our Valletta guide.
