The Responsible Gaming Foundation is a Maltese foundation based in Birkirkara that raises awareness of the harm excessive gambling and gaming can cause and supports problem gamblers and their families. It signposts a free helpline, self-exclusion, one-to-one support and community groups. Send your enquiry through the VisitMalta.co.uk form on this page and we will pass it to the foundation.
The Responsible Gaming Foundation is a Maltese organisation set up to raise awareness of the possible causes and consequences of excessive gambling and gaming, to promote responsible behaviour, and to offer support and advice to problem gamblers, problem gamers and their dependants as they recover. It operates from an office in Birkirkara.
Malta is one of Europe's best-known centres for online and land-based gaming, so the foundation matters to residents, to people who work in the sector and to visitors who use the island's casinos. On VisitMalta.co.uk it is listed under casinos in Malta and relates closely to our iGaming in Malta guide.
Why the foundation exists
The foundation was established on 18 February 2014 by two government ministers. The need for an independent body arose from the parliamentary debate on amendments to the Lotteries and Other Games Act, which introduced regulation of land-based gaming parlours. Since then it has produced annual reports, a national survey and research into the gaming and gambling behaviour of Maltese and non-Maltese residents.
Across Malta and the European Union, between 0.5% and 2% of people who use gambling and iGaming services end up with some form of addiction, which is why more awareness of responsible gambling is needed. Its news pages cover topics such as a decade of awareness and action and the use of artificial intelligence in responsible gaming.
Getting support
People who need help are pointed first to the free Supportline, and to a second free line run by Appoġġ. Callers can stay anonymous, and confidentiality is guaranteed. Agents offer advice and support, and the Malta Gaming Authority can also help with self-exclusion or other concerns.
One-to-one support is provided by FSWS and covers confidential guidance, emotional support, strategies for managing gambling behaviour and referrals to specialist services. Appointments are booked through the free lines. Support service information and quality service charters are published in English and Maltese. This page does not offer advice of its own, and anyone worried about their gambling should use these services directly.
Self-exclusion and blocking tools
Gamblers can exclude themselves from casinos, gaming parlours and bingo halls licensed by the Malta Gaming Authority. Exclusion periods run from six months to one year, or for an indefinite period, or with an auto-renewal option. Under the new Gaming Act, a medical certificate is still needed to self-exclude indefinitely, and a valid identity card must always be shown.
For online play, the foundation points to BetBlocker and Gamban, two blocking programmes that restrict access to gambling websites and can be installed on computers, tablets and phones. Player protection information, safer gambling tools and the gaming laws are collected on the foundation's resources pages, including the Player Charter and the Player Protection Regulations.
Families, groups and community grants
Gamblers Anonymous and GamAnon, the group for family members, hold separate meetings on Mondays from 6.30pm to 8pm at the Caritas Community Centre on Triq Mountbatten in Ħamrun. The foundation also runs a corporate social responsibility programme that funds voluntary organisations undertaking projects built around activities other than gambling, with grants from €500 to €5,000 excluding VAT. The latest funding call is currently closed because of the move to the Malta Gaming Authority, and donations are not being accepted at present.
