UK readers can see our overview of flights to Malta from the UK when planning a visit.
In Malta a notary is a public officer who impartially prepares and publishes wills and deeds between parties, such as real estate contracts and private agreements. After a university course and the notarial warrant exam, each notary is appointed by the President of Malta to practise in Malta and Gozo. The practice is listed in our directory of notaries in Malta.
History and milestones
Dr Mizzi graduated in law from the University of Malta and qualified as a notary, then moved with her husband to the United States. She spent more than six years at two major New York law firms specialising in US citizenship and immigration law, working on visa cases for individuals and for companies in sectors from finance to entertainment. After the birth of her first son she returned to Gozo and opened her practice in Victoria in 2008.
By 2012 the office had helped more than 1,000 clients. A second temporary office opened in Għajnsielem in 2014, the same year the practice trained two university students. Its first employee joined in 2015, and in 2019 it invested in technology, adding IP telephony and international call-in numbers for the UK and the USA, which suits clients who live overseas. Dr Grech Lateo began her notarial path in 2020, joined full time in 2021 as a notarial assistant and became a practising notary after receiving her warrant in 2024. In 2022 the office strengthened its due diligence checks with a digital know-your-customer system and a dedicated compliance analyst, in line with the regulated sector described in our financial services in Malta guide.
Property, leases and loans
Buying and selling property sits at the head of the services list, together with rental leases and the Maltese system of emphyteusis, or ċens, in which property is granted in return for a yearly ground rent. A UK reader weighing up a Gozo purchase will find useful background in our Gozo guide and in the Malta relocation guide.
The office also prepares donations, which are gifts of property, and deeds of loan. A loan is normally arranged with a lender first, so the practice records it as a deed, and our directory of banks in Malta shows the main lenders.
Wills, powers of attorney and other services
Wills and powers of attorney are the other main services, along with private writings, which are agreements signed between private parties and certified by a notary. A power of attorney lets someone you trust sign or act for you, helpful when you own a home in Gozo but live in the UK. The notaries are also commissioners for oaths. Further services are available, and the practice invites clients to ask about them.

The team
Alongside the two notaries, the team includes an office manager, a compliance analyst who processes know-your-customer checks and a notarial assistant, with Anthony Mizzi, Christine Harmer and Monique Camilleri named among the staff. Dr Mizzi holds a B.A., LL.D and LL.M., while Dr Grech Lateo holds an LL.B. (Hons) and an LL.M. in notarial studies. Dr Mizzi's work in the United States, with clients from many sectors, gives the office a good understanding of cross-border clients.
